Ads.txt role is to ensure that a digital ad inventory is only sold and appear through authorize seller such as Adsense, Media.net, Chitika and etc. As for adsense you only need to use Adsense's ads.txt.
Adding ads.txt requires access to the root of your domain name but since your case is in blogger platform it will be different. It's time to fix your ads.txt error.

Steps on How To Fix Ads.txt Error in Blogger Platform
1. Sign Into Blogger.
2. Select the blog you want to fix ads.txt.
3. Go to settings.
4. Look for Search Preference.
5. Look for Monetization.
6. Set the custom ads.txt to enable YES.
7.Copy the ads.txt code given to you by the error and paste the code inside the custom ads.txt text box.
8. Click Save.
9. You're done! (Just wait for around 24 hours for the change will take effect. )
Your Adsense ads.txt code that will be given to you will look like this.(example only)
google.com, pub-0000000000000000, DIRECT, f08c47fec0942f90
You just have to replace the pub-0000000000000000 with your own publisher ID. To check if your setup is right, just visit in your browser example.com/ads.txt.
